Former SPFPA Washington DC Director Assane Faye Found Guilty of 2 Counts of Embezzling Union Funds

SPFPA President David L. Hickey in a wheelchair really knows how to pick his SPFPA Directors and representatives. Above in the first picture is his handpicked appointed former SPFPA Washington DC Director Assane Faye founder of the United Security and Police Officers of America union. Faye was convicted of two counts of embezzlement and seven counts of mail fraud. Assane was sentenced to 37 months for his crimes.

Michael Hough, Former Security, Police, Fire Union Region 3 Director pleads guilty and is forced to resign his position as Region 3 Director. The case involved Mr. Hough stealing a former rival security unions entire membership list and other confidential information upon resigning his position as Vice President of UGSOA and turning this confidential information over to the Security, Police Fire Union to be used to raid UGSOA shops. Federal Agents Raided Hough’s home and caught him red handed!

On February 15, Devon Madray, former president of Security, Police and Fire Professionals of America (SPFPA) Local 119, was sentenced in U.S. District Court for the Eastern District of Michigan to five years of probation and ordered to pay $20,097 in restitution and a $100 special assessment, for embezzling funds from the Roseville, Mich. union. She had pleaded guilty last October after being indicted in July. The actions follow an investigation by the U.S. Labor Department’s Office of Labor-Management Standards.
In Michigan, Devon Madray, former President of Security, Police, and Fire Professionals of America Local 119, was sentenced to five years of probation and ordered to pay $20,097 in restitution and a $100 special assessment. Why? In October 2016, Madray pled guilty to embezzling union funds.
It should be noted that Devon Madray also held the position of SPFPA Assistant Auto Director for the International Union, Security, Police, and Fire Professionals of America SPFPA after being appointed by SPFPA President David L. Hickey.

ALEXANDRIA, Va. – A Florida couple pled guilty today to conspiracy to provide and receive prohibited labor payments, in violation of the Labor Management Relations Act, also known as the Taft-Hartley Act.
According to court documents, since at least 2010 until November 2023, Ricky Dallas O’Quinn, 63, of Melbourne, Florida, served as both an officer and employee of International Union, Security, Police and Fire Professionals of America (SPFPA), a labor organization that represents protective security officers at federal workplaces. SPFPA executed collective bargaining agreements with several employers covering the security industry in several states. Ricky’s wife, Mabel O’Quinn, was the founder, incorporator, and an initial director of Company-2, which provided protective security officers at federal workplaces in numerous states. While Mabel served as Company-2’s chief executive officer and president, Ricky was involved in the finance, budget, and operations of the company since its inception in a clandestine role. Both Ricky and Mabel O’Quinn hid Ricky’s involvement in operating Company-2.

According to the charges, his SPFPA created shell companies to bid on government security contracts and received kickbacks through fraudulent consulting arrangements. SPFPA President David L Hickey trustee was also the former president of Paragon Security, who was recently indicted by a grand jury on charges of defrauding the U.S. government of more than $12 million.
The above CRIMINAL actions took place while Paragon's President was a Trustee on Hickey's SPFPA Health & Welfare program as well as his 401k benefit program. Rumor has it that Paragon's former President has fled the country and is currently considered a fugitive from justice.
